Morale, Welfare, and Recreation (MWR)

CalVet owns and operates eight Veterans Homes throughout the state for elderly or disabled veterans and their spouses and domestic partners. Prior to January 2017, each Veterans Home operated its own MWR fund account, which the Veterans Home used to pay for experiences and activities to enrich the lives of the members of the Veterans Home. Senate Bill 543 centralized the local MWR fund accounts into a MWR Special Fund in the State Treasury, but allowed for the retention of local MWR Operating Funds at each of the Veterans Homes to receive allocations from the centralized MWR Fund and other revenue, as provided in statute, from activities or operations unique to that Veterans Home. The regulations will clearly and comprehensively set forth the procedures for the operation of the MWR program across the Veterans Homes system.
