Covered California™ is an easy-to-use marketplace implementing the federal Patient Protection and Affordable Care Act in California. You and your family can compare affordable, quality health insurance options and choose the one that best fits your needs and budget.

Even if you already have health insurance, you may still be able to enroll the rest of your family in Covered California.  Additionally, you may qualify to get financial assistance through Covered California to make your health coverage more affordable.  

Covered California is a part of the state of California and was created to help you get health coverage to protect yourself and your loved ones.  Having insurance can ensure your access to medical care if you get sick or are injured, so that you can keep your body healthy, but it also protects your peace of mind, because you can rest assured that you will have help when you need it most.

All VA health care programs meet the Patient Protection and Affordable Care Act requirements for health coverage, or "minimal essential coverage." Minimum essential coverage means that under the Affordable Care Act, health insurance plans need to provide services in 10 categories, called "essential health benefits." Because all VA health care programs meet this requirement, veterans who are enrolled in any of these programs will not be subject to the penalty. Depending on your household size and yearly income, you may be able to get financial assistance. For example, a household size of one that makes $45,960 or less will be eligible for either help paying for a Covered California health insurance plan or low- or no-cost Medi-Cal. A household of two making up to $62,040 and a household of four making up to $94,200 would also be eligible. However, you may purchase a Covered California health plan at full cost. If you are eligible for VA health coverage but not currently enrolled, you may still be eligible for premium assistance or cost-sharing reductions through Covered California as long as you meet other eligibility requirements.</p>

Depending on the level of coverage you are considering through Covered California, your VA plan may have lower out-of-pocket costs or deductibles.</p><p>You may reapply for enrollment in VA health care at any time. However, acceptance for future VA health care enrollment will be based on eligibility factors at the time of application, which may result in a denial of enrollment. </p>

Even though you are covered by your VA health care enrollment, your family members who are not eligible for a VA health care program may be able to receive health care coverage through Covered California. Depending on your family’s household size and yearly income, they may also be able to get help paying for a Covered California health plan or to get low- or no- cost Medi-Cal. </p>

Enrollment

More than 1.3 million Californians chose health insurance through Covered California during its historic first open-enrollment period, for coverage in 2014. Millions of others learned that they qualified for free or low-cost health coverage through Medi-Cal.

Open enrollment for 2015 health insurance plans through Covered California begins Nov. 15, 2014, and ends Feb. 15, 2015. Covered California also offers a special-enrollment option for those who experience a life-changing event (such as getting married, having a child or moving) and need to enroll outside of open enrollment. Medi-Cal enrollment for those with qualifying incomes is available year-round. Consumers can enroll for health coverage online, by phone or in person with free assistance.

CoveredCA.com is a joint partnership between Covered California and the California Department of Health Care Services (DHCS).

Covered California's mission is to increase the number of Californians with health insurance, improve the quality of health care for all Californians, reduce health care coverage costs and make sure California's diverse population has fair and equal access to quality health care.

The mission of DHCS is to provide low-income Californians with access to affordable, high-quality health care, including medical, mental health and substance abuse treatment services, and long-term care. Its vision is to preserve and improve the physical and mental health of all Californians.

Covered California is conducting a marketing, outreach and education program to help raise awareness about the new opportunities for Californians to get covered. To reach as many people as possible, Covered California and DHCS work with different partner groups to help with these educational efforts.
